1. Introduction

The Bihar Youth Policy is a comprehensive framework of the Government of Bihar aimed at empowering the state’s youth through quality education, skill development, employment generation, entrepreneurship, innovation and leadership development. 2. Why in News?

  • The Bihar Cabinet approved the constitution of the Bihar Youth Commission in July 2025 to strengthen youth empowerment, employment generation and skill development under the Bihar Youth Policy.
  • The Commission has been included as an important initiative under Saat Nischay-3 (2025–30), which focuses on quality education, employment generation and youth empowerment as key pillars of the Youth Policy in Bihar.
  • A separate Department of Youth, Employment & Skill Development has also been approved to improve institutional coordination for youth-centric programmes and ensure effective implementation of the Bihar Youth Policy.
