4. Key Features of the Sahyog Portal in Bihar (RTMS)
Single-Window Online Grievance Registration
The Sahyog Portal in Bihar enables citizens to register complaints against any concerned government department through a single online platform, eliminating the need to visit multiple offices. During registration, applicants can upload supporting documents to facilitate quicker verification and resolution.
Real-Time Complaint Tracking
Each complaint is assigned a unique reference ID, allowing citizens to track its status at every stage of the grievance redressal process. This feature of the Bihar Sahyog Portal enhances transparency and keeps applicants informed about departmental action.
Time-Bound Grievance Redressal
The Bihar Government has prescribed a target of resolving grievances within 30 days. The system continuously monitors pending complaints and encourages departments to adhere to the prescribed timeline, thereby improving administrative accountability through the Sahyog Portal in Bihar.
Reminder (Escalation) Facility
If no action is taken within the stipulated period, citizens can submit an online reminder through the portal. This feature helps escalate pending grievances and ensures that unresolved cases receive timely administrative attention.
Citizen Feedback Mechanism
After disposal of a grievance, citizens can submit feedback on the quality and effectiveness of the resolution. This enables the Government to assess departmental performance and continuously improve public service delivery.
Real-Time Monitoring System (RTMS)
The Bihar Sahyog Portal functions as a Real-Time Monitoring System (RTMS), enabling senior officials to monitor the status of grievances across departments. Continuous digital monitoring helps identify delays, improve coordination and ensure timely resolution.
Department-wise Digital Workflow
Complaints are automatically routed to the concerned department through a structured digital workflow. Departments update the progress online, ensuring seamless coordination and reducing manual intervention.
Helpline and Assisted Access
To make the Sahyog Portal in Bihar inclusive, the Government has launched Helpline 1100 (available on working days) to assist citizens in registering complaints and seeking information, especially those with limited digital access.
Digital Record and Transparency
The portal maintains a digital record of every grievance, including complaint details, actions taken, reminders and final disposal. This creates an auditable trail, promotes transparency and strengthens institutional accountability.
5. Working Mechanism of the Sahyog Portal in Bihar
The Sahyog Portal in Bihar (RTMS) follows a structured digital workflow to ensure transparent and time-bound grievance redressal. A citizen first registers a grievance online by providing personal details, selecting the concerned department, describing the issue and uploading supporting documents. After successful submission, the system generates a unique complaint ID, which can be used to track the application’s progress in real time.
The complaint is then automatically forwarded to the concerned department or authority for examination and necessary action. Throughout the process, the grievance is monitored through the Real-Time Monitoring System (RTMS), enabling higher authorities to identify pending cases, monitor delays and ensure adherence to the prescribed timeline. Citizens can also submit reminders if their grievance remains unresolved and provide feedback after disposal, creating a transparent and accountable grievance redressal mechanism through the Bihar Sahyog Portal. The Bihar Government has prescribed a 30-day time limit for disposal of complaints, and officials may face departmental action for unjustified delays.
6. Significance of the Sahyog Portal in Bihar
- Promotes Citizen-Centric Governance: The Sahyog Portal in Bihar provides citizens with a single-window digital platform to register and track grievances, reducing the need for repeated visits to government offices and making public service delivery more accessible.
- Enhances Transparency and Accountability: Features such as real-time status tracking, escalation matrix, dashboard monitoring and unique complaint IDs make the grievance redressal process transparent while holding departments accountable for timely action through the Bihar Sahyog Portal.
- Strengthens Good Governance: By ensuring time-bound grievance disposal, monitoring at the District, Department and Chief Minister levels, and incorporating citizen feedback, the Sahyog Portal in Bihar improves administrative responsiveness and efficiency.
- Accelerates Digital Governance in Bihar: The Bihar Sahyog Portal supports Bihar’s vision of “Sabka Samman–Jeevan Aasaan” under Saat Nischay–3, encouraging paperless administration, data-driven decision-making and better coordination among government departments.
7. Sahyog Shivir
Sahyog Shivir is a grassroots outreach initiative of the Bihar Government conducted in convergence with the Sahyog Portal in Bihar (RTMS). The objective is to bring government services and grievance redressal to the citizens’ doorstep, especially in rural areas, by organizing camps at the Panchayat and district levels. These camps are held on the first and third Tuesday of every month, enabling citizens to submit grievances without visiting government offices.
During the camps, officials from various departments receive complaints related to revenue, social security pensions, ration cards, electricity, drinking water, health, education, agriculture and other public services. Simple grievances are resolved on the spot, while the remaining cases are uploaded to the Bihar Sahyog Portal for time-bound monitoring and disposal through the RTMS framework.
By combining physical grievance camps with a digital monitoring platform, Sahyog Shivir strengthens last-mile governance, improves accessibility for citizens with limited digital literacy and enhances transparency, accountability and citizen participation in public administration through the Sahyog Portal in Bihar.
8. Challenges
- Digital Divide: Many citizens, especially in rural and remote areas, have limited internet access, smartphones or digital literacy, restricting effective use of the Sahyog Portal in Bihar.
- Administrative Capacity: Timely grievance disposal depends on the responsiveness and coordination of concerned departments. Delays at the departmental level can reduce the effectiveness of the Bihar Sahyog Portal.
- Quality of Grievance Redressal: Resolving complaints within the prescribed timeline is important, but ensuring quality and citizen satisfaction remains equally critical. Mere disposal without satisfactory resolution may undermine public trust in the Sahyog Portal in Bihar.
- Awareness and Accessibility: A large section of the population is still unaware of the Bihar Sahyog Portal and its facilities. Greater awareness campaigns and assistance through Sahyog Shivirs are essential for wider adoption.
- Data Security and Privacy: As the Sahyog Portal in Bihar stores citizens’ personal information and grievance records, robust cybersecurity measures and data protection mechanisms are necessary to safeguard sensitive information.
9. Sahyog Portal and Good Governance
The Sahyog Portal in Bihar (RTMS) is a significant step towards Good Governance in Bihar. By providing a single-window digital grievance redressal system, the Bihar Sahyog Portal enhances transparency, accountability, responsiveness and citizen participation in public administration. Citizens can register complaints online, track their status in real time, receive SMS/email updates and submit feedback after disposal, thereby making governance more open and people-centric.
The Sahyog Portal in Bihar also strengthens administrative efficiency through features such as department-wise grievance forwarding, time-bound disposal, escalation matrix and dashboard-based monitoring by departmental, district and Chief Minister-level authorities. This promotes evidence-based decision-making, inter-departmental coordination and faster public service delivery while reducing bureaucratic delays.
Further, the Bihar Sahyog Portal advances the principles of Digital India and e-Governance by making public services more accessible, transparent and citizen-centric. By fostering trust between citizens and the Government, ensuring inclusive digital access and supporting efficient grievance redressal, it contributes to the realization of SDG 16 (Peace, Justice and Strong Institutions) and the broader objective of responsive governance in Bihar.
10. Way Forward
- Strengthen Digital Inclusion: Expand internet connectivity, digital literacy programmes and Common Service Centres (CSCs) so that rural, elderly and digitally disadvantaged citizens can easily access the Sahyog Portal in Bihar.
- Improve Grievance Resolution Quality: Provide regular training to officials, establish clearly defined accountability, conduct periodic performance reviews and ensure strict adherence to the 30-day disposal timeline prescribed under the RTMS framework to improve the effectiveness of the Bihar Sahyog Portal.
- Leverage Technology for Better Governance: Introduce AI-based grievance analytics, public dashboards displaying disposal rates, integration with other Bihar e-Governance platforms (such as RTPS and Lok Shikayat) and robust cybersecurity measures to strengthen the Sahyog Portal in Bihar and protect citizens’ data.
- Enhance Citizen Participation: Conduct wider awareness campaigns, expand Sahyog Shivirs at the grassroots level, organise regular citizen feedback surveys and undertake independent third-party audits to continuously improve the effectiveness and credibility of the Bihar Sahyog Portal.
