1. Introduction
The PM Vidyalaxmi Scheme is a Central Sector Scheme approved by the Union Cabinet on 6 November 2024 to ensure that no meritorious student is deprived of quality higher education due to financial constraints. The scheme, inspired by the National Education Policy (NEP) 2020, provides collateral-free and guarantor-free education loans through a fully digital, transparent and student-friendly platform.
The PM Vidyalaxmi Scheme is applicable to students securing admission in Quality Higher Education Institutions (QHEIs) identified on the basis of the National Institutional Ranking Framework (NIRF). Initially, 860 institutions are covered, benefiting over 22 lakh students annually.

2. Objectives and Key Features
The primary objective of the PM Vidyalaxmi Scheme is to promote equitable access to quality higher education by removing financial barriers for deserving students. It also seeks to strengthen educational inclusion, improve financial access and support India’s demographic dividend through investment in higher education.

- Provides collateral-free and guarantor-free education loans covering tuition fees and other course-related expenses.
- Applicable to students admitted to 860 Quality Higher Educational Institutions (QHEIs) identified through NIRF rankings.
- Covers the top 100 institutions in Overall, Category and Domain-wise NIRF Rankings, State Government HEIs ranked 101–200, and all Central Government Higher Educational Institutions.
- 75% credit guarantee by the Government for education loans up to ₹7.5 lakh, encouraging banks to expand education lending.
- Students with annual family income up to ₹8 lakh receive 3% interest subvention on education loans up to ₹10 lakh during the moratorium period, provided they are not covered under any other government scholarship or interest subsidy scheme.
- Interest subvention will benefit 1 lakh students every year, with preference to students of government institutions and those pursuing technical and professional courses.
- A unified PM Vidyalaxmi Portal enables online application, loan processing and interest subsidy through a common digital platform for all participating banks.
- Interest subsidy is transferred through e-Vouchers and Central Bank Digital Currency (CBDC) wallets, making it one of the first education schemes to leverage CBDC for benefit transfer.

3. Significance, Challenges and Way Forward
The PM Vidyalaxmi Scheme is a major reform in higher education financing. It operationalises an important recommendation of the National Education Policy (NEP) 2020 by ensuring that talented students are not denied higher education due to financial constraints. By extending collateral-free loans, reducing borrowing costs and strengthening credit guarantees, the scheme is expected to improve enrolment in quality institutions, particularly among students from poor and middle-income families. It also supports the objectives of financial inclusion, skill development and Viksit Bharat @2047. With more than 22 lakh students potentially eligible every year, the PM Vidyalaxmi Scheme significantly expands access to higher education.
However, challenges remain in ensuring awareness among eligible students, timely loan processing by banks, equitable access for students from rural and remote areas, and preventing exclusion of deserving institutions outside the NIRF framework.
